SAFETY GUIDELINES
with special relevance to harsh weather zones
These Guidelines provide information for oil field operations covering the following topics:
- the management of health, safety and environmental matters;
- assessment and management of the risks associated with cargo loading operations;
- offtake vessel specification and procurement;
- communications during operations;
- arrival procedures;
- design of cargo transfer systems and their compatibility between ship and installation;
- operational procedures - from the ship's arrival to departure from the oil field: and
- emergency matters.
The Guidelines particularly address operators new to the offtake vessel business. They also address companies considering offshore developments in the oil business. In this regard, the Guidelines provide a range of recommendations to ensure ship and installation safety. The recommendations have particular influence on mooring operations, hose connection procedures and cargo loading in general. These aspects consider not only design matters but also operational needs and environmental protection.
The Guidelines provide a general direction for crude oil loading operations at offshore oil fields and, in doing so, aim to minimise risk and to provide common standards for safety and operations at offshore installations. This is particularly valid where offtake vessels, which are not dedicated to a particular installation are employed.
